i've got the saddlebags as well. i use leather cord to cinch a triangle through the loops. top of the triangle cinched behind the bracket. lotsa different ways to skin the cat (i'm sure simple ties could be used on each loop as well). i haven't had a prob with the bags flopping around and i do like taking them off from time to time.
